Everyone is closely watching the progression of Covid-19. With the cancellation of exams in the first half of 2020 and visa-issuing, and the challenges facing students who want to go back home from abroad, this pandemic is the most discussed topic among educators and families who want to send their children abroad. Now we are in the summer of 2020, college admission work of 2021 has just started. Where is this pandemic heading? What influences might it have on studying abroad in two years? In the face of all those particular situations, what should we do and how should we deal with them?

We hope we might offer you some insights through information given below.

The Influences of COVID-19 Upon Studying Abroad This Year and Beyond

During the Covid-19, parents and students have many misgivings about studying abroad, but only a few changed their original plans. According to the statistics of Ministry of Education during 2013-2019, the number of students going abroad grows steadily. Based on the 10% yearly growth rate, there might be over 800 thousand students pursuing their study aboard this year or next year. So if students have determined to study abroad, what they need to do is understand the influences of Covid-19 upon college application and how to prepare for it.

For students planning to go to America

Influences on Admission policies

1. A majority of American colleges do not necessarily require grades of the standard tests.

2. A majority of schools require TOEFL grades of international students

3. A majority of schools do not necessarily require SAT2 grades.

It’s advised that students prioritize their preparations for the standard tests: TOEFL, SAT, SAT2.

Influences on Application

Would it be easier to apply because of this pandemic?

For those top schools, the answer is “no.”

The threshold of top schools remains high nevertheless. The potential result would be that top schools admit more international students while retaining their high admission standards. But for schools ranked beyond 30, they might lower their admission standards due to their financial distress.

Would the process of application become more complicated?

A:是的。

Yes. Now that grades of the standard tests aren’t necessarily required, if applicants can submit their grade cards to the schools, there would be no problem. But in the absence of it, applicants need to pay much time and energy upon their high school GPAs, PS, recommendation letters, awards and extracurricular activities. That means the process of application would become harder for students applying for schools in America.

For students planning to go to the U.K.

According to UCAS, British colleges are most likely to defer their openings because of the Covid-19. Britain places a high value on the health of international students, Chinese students included, advising students and their parents make their decisions of studying abroad on the basis of safety and health.

Influences on the Admission Policies

In terms of academic performance and English language tests, all applicants (including British students, students from EU and other countries) would be treated equally. And because of the pandemic, temporary measures will be taken as well, for example, universities would ensure the consistency of grades using the data of previous years and require schools adjust their admission policies according to the particular circumstance and situation. Like that of the cancellation of A-level and GCSE exams, the grades will be instead determined by teachers.

Influences on the Process of Admission

British schools and UCAS will still be open to applications of 2020 accordingly, but they put a moratorium on unconditional admission in order not to put too much pressure upon high school graduates, protecting students and higher education from the ravages of the Covid-19.

The cutoff date, which was originally set around the beginning of May, will now be postponed for two more weeks on May 19th and 20th. The specific date will depend on when the students receive their offers.

The extra time provided gives students a great chance to think about which college to attend against the background of a global pandemic. And it also provides school a breathing space to adjust their policies because of the pandemic.

The 2021 application for British colleges will go according to the schedule (registration, searching, application). The 2021 application for British schools will begin on September 8th.

To study in the U.K, the safety and health of students is the priority of UCAS, British schools, colleges and students. The pandemic disrupted the plans of many schools and students. The otherwise “easy to apply” 2020 on the strength of many favorable policies now became the hardest year to apply due to the mounting volume of applications. A lot of students who had planned to enroll in 2020 decided to apply one year later, who would surely compete for seats with students applying in 2021.

Whether it be students who have received their offers, or students deferring their applications or planning their applications in 2021, the choosing of British institutions of higher education is a long, well-thought-out process, so that applicants might receive the optimal results.

Ministry of Education: The impact of pandemic on studying abroad is temporary.

Lots of parents have their concerns about the safety of studying abroad, the relations between nations and the anti-China sentiments. Though the pandemic imposed many influences upon studying abroad, they are not permanent. On June 18th the Ministry of Education made the announcement that “the impact of pandemic upon studying abroad is only temporary.” From the information given below, we might conclude that China’s emphasis on the modernization of education and the cultivation of international talents. What China needs now is well-rounded young talents with an international perspective.

At the same time, the Ministry of Education also made it clear that the impact of pandemic upon studying abroad, and it would organize recruitment events, providing job hunting support for overseas returnees, expanding the space of studying abroad in the future.

From that we might see our country’s warm welcome towards overseas returnees and their employment and job prospects.

TOEFL and IELTS respectively made their announcements that a few test venues in China would be reopen in July, which is a piece of good news over these months for students applying this year. With the improvement of the situation of Covid-19 at home, the resumption of the standard tests and the re-issuing of visas can be expected.

Measures Taken Against the Situation of Pandemic

Measures in favor of overseas returnees

Overseas students are not only supported by national policies, when they return home, they are also eligible to many preferential policies.

The Purchase of Automobiles

Overseas returnees wanting to buy imported cars are exempted from tax, which helps them save much money.

Establish Their Own Start-ups

Many provinces and cities established business incubators for overseas returnees, providing them convenience and benefits for overseas students trying to set up their own startups. They are not only eligible to hukou, or household registration status but also the reduced rent, guidance of establishing businesses and waiving of startup costs.

Household Registration Status

Beijing, Shanghai and other first-tier cities all have their policies to draw overseas returnees. The offer of hukou is one of them. As long as the applicant meets the city’s requirements of overseas college degrees, duration of studies, work unit and social insurance, one is eligible to a hukou of that city.

The Supported Provided by Overseas Schools

During the Covid-19, many a school provides support for international students. A lot of top schools in Australia, Europe, America penned their open letters showing support and extending their welcome for international students.

To make sure their successful enrolment, a number of schools decided to postpone the beginning of the fall semester, and other schools go for a combination of online and in-person classes. This hybrid of teaching has been going on in developed countries for many years. Many a major has its own system of online classes. Even if students cannot return to the campus, the quality of online classes will be of high standards.

University of Washington

On the UW’s webpage of application, there is a passage:

If you are impacted by the novel coronavirus and are unable to complete your application by the deadline, please contact the program you are applying to, and ask if an extension is possible."

UC, Berkeley

If you are currently overseas in China and are unable to return to the United States, please notify us to let us know about your situation."

The majority of schools are paying close attention to the pandemic and the impact it has had on Chinese students. For students who cannot return because of the cancellation of flights, we believe their schools would make proper arrangements.

New York University

For students who are unable to return to the campus, NYU announced that students might attend their classes remotely, including online classes, stand-in classes, but they need to contact the school in advance.

Besides, a lot of schools adjust their admission and registration policies. The University of Illinois tried to set up a distant learning system for students in China in self-isolation, helping them to continue their study. To avert a panic of rumors, University of Southern California updates the latest news about the coronavirus on its official website.

Many schools claimed that Chinese students are very responsible for the anti-Covid requirements set by the schools. “They make timely and effective contact with their schools.”

State University of New York: “We realized that a lot of Chinese students got their exams cancelled and their application materials delayed. But no worries here, they have our full support and understanding.”

The Business School of Miami University: Because of the postponement of GMAT, GRE, TOEFL and IELETS, the school decided to open an admission channel for Chinese applicants, and extend the deadline until May 1st. The school suggests that students may apply online first and submit other extra materials in the future.

University of San Francisco: Considering the current situation in China, the grades of the online English language test—Duolingo can be a substitute to that of TOEFL and IELTS.

To recruit the students, especially international students, British universities made their efforts according to PRINCIPLES AND CONSIDERATIONS: EMERGING FROM LOCKDOWN issued by Universities UK.

Queen’s University plans to charter a plane to pick up students from Beijing straight to Belfast, with school faculty in attendance along the whole journey. Queen’s University becomes the first college in the U.K which employs a chartered plane to pick up the students. The school also makes its promise to international students that their dorms will be kept for them, with the waiving of accommodation fees during their 14-day self-quarantine period.

University of Leicester will provide their pickup service in January and September. The details will be given in the future.

University of Warwick will draw 200 scholarships from a pool of students who have accepted their offers before July 31st, which helps waive 30% to 50% tuition fees.

Brunel University claimed that for students who cannot make it to Britain, they might choose to postpone their enrollment in January.

A number of schools claimed that the grades of language tests can be submitted until 2021, that includes Lancaster University, Loughborough University, Queen Mary University of London, Queen’s University, University of Surrey, University of East Anglia, Strathclyde University, Cardiff University, University of Aberdeen, etc.

A number of colleges lower their requirements of the grades of language tests, like University of Southampton, University of Bristol, York University, etc.

Summary

Whatever crisis we confront, it will run its course eventually, like the SARS in 2003 and the financial crisis in 2008. In the years after these tribulations, the society is getting back to its feet again, opportunities springing up all around. From the past experience, we know that crisis and opportunity complement each other. While we are worrying about the current crisis, we might do well if we have a longer perspective, preparing ourselves for the potential opportunities in the future.

With the improvement of the situation, the demand of studying abroad will increase accordingly. Though medias and experts at home have their own predictions about the trend of studying abroad, for families who have had made their decisions to study abroad, they are well advised to prepare in advance—estimate the pandemic situation of the country they’ve intended to go, assess the risks and grab the chance to go abroad as they’ve originally planned.
